Raphael was part of a support group the Mossad sent to Lillehammer, Norway to prepare for the assassination of Hassan Ali Salameh, a senior PLO militant implicated in the deaths of 11 Israeli athletes and coaches at the Munich Olympics in September 1972. Palestinians kidnapped the Israelis and most died in a botched German rescue attempt at a military airfield outside Munich.
Several months later Mossad hit men shot and killed Ahmed Bouchiki, an innocent Moroccan waiter who they mistook for Salameh.
Bouchiki's assassins were never apprehended but Norwegian authorities captured Raphael and other members of the support group.
She was convicted of aiding and abetting murder in 1974 and sentenced to 5 1/2 years in prison.
She was released after several months.
Salameh's assassination had been ordered by then Prime Minister Golda Meir, who wanted all members of the Palestinian group involved in the Munich killings eliminated. He was eventually tracked down by Israeli agents and killed in 1979.
