Nej det räcker naturligtvis inte eftersom det helt enkelt inte är sant. OECD gör och har sedan länge gjort just produktivitetsstudier för den offentliga sektorn och det är de siffror du redovisat. Att sedan ESV inte vill, alternativt inte är kompetenta nog att göra en parallell analys ändrar givetvis intet. OECD använder sig givetvis inte heller av NR.

Inom OECD pågår arbete med att ta fram material för jämförelser mellan olika länders offentliga sektorer. Med andra ord, så finns det ännu inte.

The difficulties in measuring efficiency and productivity in the public sector have been discussed
briefly earlier in this document, and more extensively in the accompanying Technical Paper, The
Institutional Drivers of Efficiency in the Public Sector. Nonetheless, work is advancing in this area,
particularly in the tax administration, education and health policy sectors. Highlights of this work for the
tax administration and education areas are published in this section. It is hoped that, over time, Government
at a Glance will be able to showcase more fully the work being undertaken in this important field.

Productivity/efficiency estimation practices in central government annual budgeting
Most OECD countries have mechanisms in place that aim to adjust appropriations in the annual
budget for (expected) efficiency improvements. However, there is little systematic information available
about the methods governments use to arrive at those estimates and how the social partners are involved in
the negotiation process. The results of the pilot survey represent a first step in filling this knowledge gap.
